The 6th EMB Conference will be held in The Hague on 30 November and 1 December 2009 t. The theme of the conference is “Enhancing participation in elections”. The Venice Commission organises this EMB Conference this year in cooperation with the Netherlands Ministry of the Interior and the Netherlands Electoral Council. In general terms, the Venice Commission is the Council of Europe body which helps to build and consolidate constitutional rules. The electoral field constitutes an important part of it.

Enhancing participation in elections will be discussed in three subthemes:
The conference aims to elaborate these themes, both in plenary sessions, and in workshops in which participants can actively share their experiences. To achieve this, about a hundred participants, including experts, academics and representatives of Electoral Management Bodies within the region of the Council of Europe will gather in The Hague.
